CXTPTabClientWnd has issues with attaching TearOff panels back to the main window when the main window doesn't have any panels attached - specifically on multiple monitors.

You can detach and attach panels back fine when the window remains on the first monitor, but when the window is moved to the other monitor, the attach widget appears to not calculate correctly. Sometimes it shows up when the panel is dragged on specific area, but usually it prevents the panel from attaching.

This issue can be reproduced on RibbonMDISample: http://www.statica.pl/pliki/cj/RibbonMDI_Tearoff_MultipleMonitor.mkv
Here we can see that on the left monitor the main window activates correctly and shows the attach control, while on the right monitor this doesn't happen.
