Resizing and grouping panes?

   I have 3 panes, which appear in the top, middle, and bottom of my
app.  I use SetMinTrackSize() and SetMaxTrackSize() to fix the
width/height of the middle pane.

However, there is now no splitter available to expand the top frame...

What I would like to do is be able to grab the top pane and expand it
down into the bottom pane... pushing the fixed size middle pane as it
goes.  But it seems this is not possible(?).  Do I need to
add a new window splitter or something like that?
