 1. Is it easy to extend the functionality of the toolkit?  Many system (i.e. VCL) make it very hard to extend functionality by using "proper" object oriented techniques that makes too much of the internals inaccessible.  Although technically correct, it can make it very hard to deal with bugs and insufficiencies in a toolkit.

2. Is it easy to add new in place edit controls in the property editor?

3. Can the docking system be easily modified to use a different data store for the persistent information?

4. The license agreement states that the toolkit can not be ported to operating systems others than the ones listed.  To me this implies that the toolkit can not be used with Longhorn.  Is this a correct interpretation?

I've used it for about 3 months. Here's my take, but your mileage may vary.

1. Pretty good. And because you have source code, you can always tweak things anyways (worries about upgrades aside).

2. Never tried it.

3. Or that.

4. I suspect that you are looking at a support limitation rather than a genuine licensing issue. In other words, they won't support unlisted platforms - and particularly ones that are not even out of alpha testing.
