This is, because VB can't show non-modal forms over modal forms.
But popup's are shown as non-modal.
Put all controls you need in the popup-form into a picturebox and assign this picturebox as popup.

Your solution is not so good, because if i need to show a modal form to prevent input in the underlying form, i must show the form as modal.
But the picturebox does it.

You can show your form non modal, and hide the calling form: underlyingform.visible = False
Then underlyingform.visible = True when you unload the visible form.
Sure way to stop user input

Yes, thats correct.
But only the mainform is visible in the tasklist, not the dialogforms.
And it's not "state of the art" to hide the application if i show a dialog.
Also, if the application is hidden from taskmanager (alt+tab) you can't switch back to your application if the dialog is hidden from an other application.
