Unable to select task panel items outside viewport

   Hello,
We are unable to select items that are outside the view port of the TaskPanel, even though we can scroll and see the items. 

This happens when the behavior is set to XTPTaskPanelBehaviour.xtpTaskPanelBehaviourExplorer and only in x64bit v19.1. This perfectly works fine in 18.6 and below.

This looks like a critical issue as we have already released to clients, they are unable to select items from the toolbox.
