Can I make a toolbar like the one in Messenger where it appears the buttons are transparent with a bitmap in the background?

I believe it would be possible... If you use SkinFrameWork and change Toolbar background image and create new buttons (like the one in your uploaded image) in your own Skin style.

I've never used the Skin Builder tool before but I'll give it a go.
