Is there a way we can turn it off?  Once is fine but it gets annoying at some point.

 STILL NO ONE ANSWERS AFTER 2 MONTHS????!!!! 
 
Well at least people who are here looking to EVAL and test codejock will have an idea of the support you have.
 
Anyway -- is there a SILENT state option for LoadCommandBars like LoadStateFromXMLString?  (I want my settings on the registry, period)

yes, unfortunatelly Silent option only for LoadCommandBars  and LoadStateFromXMLString.  You can save to string and save string to registry using VB method.
 
Or if you don't want your user see such message change registry root section after you change toolbars configuration.
