Color drop-down does not have theme background.

I'm running the Custom Themes example. I drop-down the text color tool and I see I can select colors. The background is off-white. If I tear off the control (toolbar) it now has the themes background color. How can I get the theme background color on the control as it is dropped down?

I searched the forum but didn't see a similar question, but I did see some code on how to get the theme color. So, I suspect this might be simple. If it is simple I wonder why this wasn't already done. Is there a compelling reason why the background does not have the theme color?

So...anyone know how to get the theme to be used on the drop-down color tools?
