If you double-click the close button of the "No closeable" pane in the PaneSample the pane is maximized.

Hmm... Do you mean when pane is floated? I can't reproduce it.
If it is docked when no close button at all.
How it maximized - to full screen?

Double-click the close button:
 And the pane is docked at the top, same behavior as if you double-click the title bar:
