Backstage Alt key usage

Whenever we have a dialog that we launch from the backstage, the user cannot get to the mnemonics for the dialog using the ALT key. Usually nothing happens. What I have found is that if the same dialog is launched when the backstage isn't active, one can very quickly press the ALT key and the dialog will show the mnemonics.

However, if the Backstage is open, the user has to press the ALT key and wait just a bit and the dialog displays the mnemonics. Fast fingers find this objectionable.

Some kind of timer running here? Why does CJ keep the ALT key to itself when a CJ window doesn't even have focus? Can I flip a switch to change this odd behavior?

Also, to make it even weirder for users to understand, I can invoke the backstage and quickly press and release the ALT key and CJ will decorate the Tabs and and remove the decorations if I press ALT again. I can do this as fast as I can with no issue.

But, press ALT and then press a key for a decoration and CJ activates that tab. Then press ALT again and nothing happens. Press ALT a second time, and the tabs decorate. Perhaps if we have shortcut keys assigned to the backstage buttons, they would decorate and pressing again the button dedecorate and the backstage tabs decorate.

Oh, by the way. Go to the backstage and press ALT and the tabs light up. Then move the mouse and click something in the backstage. In my case I brought up one of our dialogs and dismissed it. The BS no longer has focus. The tabs remain decorated. Press a key that is displayed on a tab and nothing happens. I have to click in the tab area and then pressing ALT dedecorates the tabs. Or, click in the the tab area and then press one of the keys that are displayed and CJ will activate that tab.
