Forcing icon size?

On the ribbon bar, if I have a 16x16 and 32x32 image for a command, is there any way to force the button to layout using the small or large icons?
 
I tried adding IconSize="16,16" as an attribute to a button in my XML layout, but it still is laid out as a 32x32 button.  It's used in more than one place and so I don't have the option of deleting the 32x32 image.  I'd like to not have to create a duplicate ID and image just to do this.  It seems as if there should be a way to do it.  I'm using v. 12.02.
