I have read that some programmers have successfully implemented several components in Access 2003.  I was able to successfully add a CommandBar within a CommandBarsFrame object but have not had success with the RibbonBar.  Is it possible to implement the RibbonBar within Access 2003.

Normaly you can customize the commandbars with your own macros.
I think, Ribbon will not be so good as you think.
 
Customers don't like different layouts, so normal Access-Functions are accessable by the access-commands, yours only with your ribbon.
And it's heavy work, to get default-access-actions to integrate in own menus.
 
If you want ribbons in Access, take Access2007
 
The other controls like DockingPane, ReportControl and so on, make more sense.

I really want to know how to implement a ribbon on an access 2003 app.

Not yet, but soon.  12.0.2 is not released yet.

Wow works great in access.  Can you do do something about the menu shadows which i think is too dark.

Right, I already reported that bug to our developers.  They will try to fix it for 12.1
