Is that CommandBar can't take 0 as Control Id?

It can, but Update event will be not fired for such controls.

I test it on 10.1.1
When Control Id are 0, Execute event won't fire.

By the way, where i can find list off "reserved id" for Control Id such as 59392 for "Toolbar List" or 59392 for "Capslock"

yes, Execute not fired also :)
 
we recommend use ID from 100 to 9000.
