Xtreme 10.2, Win XP SP2.
 
I have a dual monitor arrangement.  The left monitor is the primary and is landscape.  The right monitor is portrait.  The top of the right monitor is above the top of the left, making it a negative Y value.  e.g.

|          |   m    |  c = (1600, -200)
|          |        |  d = (2800, -200)
+----------+        |  m = (2000, 100)
  primary  |        |  n = (2000, -100)
           +--------+  o = (2000, 0)
             second
 
If I have a pane floating where the upper left corner is at 'm', then try to drag it up to point 'n' which is a negative value of y, it will automatically snap down to point 'o', where the y value is equal to zero.  This makes the top portion of the right hand monitor, from point b and up, completely unusable for floating panes.
 
How do I disable this behavior and get panes to dock in the visible portion of the window, not just the portion where the y value is above 0?
