Will all of the themes work on the different operating systems?

eg will Office2003/2007 themes work on Win 98, Me, NT, 2000 as well as XP?

Will the tooltips also work the same?

I am currently programming in a XP operating system and don't have a testable 98 machine handy. Hope some one can help out.
