I'm trying to upgrade XtreamToolKit Pro 16.3.1(Evaluation versiion) from 15.0.1.

I faced to link errors.

much link error like that
error LNK2001: unresolved external symbol "public: virtual __cdecl CXTButton::~CXTButton(void)" (??1CXTButton@@UEAA@XZ)

I think it is not implemented.

is this situation caused by evaluation version? or just bug?

Make sure you rebuild all in your project the destructor is still defined in the CXTButton class.
