I can't find XMLResource.exe from my installation folder.

Check Workspace\Resource folder

I don't have this folder. I'm using ToolKit 11.20

Here this tool:

Compile your app first and then execute

XMLResource.exe Path_to_your_exe.exe

but not really sure 11.20 will work correctly with output xml.
