Where are Translations\*.dll needed for this sample?

I tried the Scribble sample (MBCS) but I have issues with it.  On my English WinXP it works to display German just fine, but if I set the codepage in control panel to use German it only displays in English, despite the choices made in the program.  I set both the Regional Options tab and the Advanced tab dropdowns to the language I use when testing.
Also on a foreign-language version of Windows98SE I get the same problem, everything BUT the proper language works when using similar code in my own apps.  Also SetThreadLocale is not supported under Win9x anyways.

Scrible sample worked with NT group only.

to build dll open WorkSpace\XTPToolkit_Dll_Res\XTPResource.dsw and build all projects.
