Is it possible to animate the TaskPanelGroupItem like the CommandBar Icons (IconsWithShadow)? As you hover over, the icons they appear to pop up and have a shadow.
I am using ActiveX 11.2

Sorry, also no. You can set Hot image list for Items that will look like Icon + Shadow.
