HOWTO: Reorder rows in tree-like mode

Hi;

I'm trying to implement row reordering in a tree-like report control. Top level rows can be reordered by drag&drop, but as soon as I try to reorder child items nothing happens when releasing the mouse button (dropping). I see the red insert indicator, but thats all.
So what do I have to do to enable reordering of child items too?
If it's directly supported, which property do I have enable?
I've seen several similar posts  but no solution was provided at all.

Will this be implemented in 15.0.3?
If not, how can I achieve the same result by code that is called in up-, down-, first-, last-command handlers?
