Make panes occupy whole frame?

I have a frame, with no view attached. When resizing my panes I keep getting a gap for the "view" that does not exist -- the area becomes white.
 
A) How do I make my panes occupy the entire frame?
OR (perhaps even better?)
B) How do I create a view that looks exactly like a pane (caption etc)?
