What makes BeforeDrawThemeObject event to be fired

I configured the BeforeDrawThemeObject event to highlight different working hour schemes on different days (for different persons). This seems to work fine, however every time I move the mousepointer across the border of the control the event is fired again for each cell of the control.
I expected the event to be fired only when the control is (re)drawn on the screen.

So I am wondering what makes the BeforeDrawThemeObject event to be fired (how is it triggered)?
Is it expected behaviour that the event fires every time I move the mousepointer across the border of the control? Does this force a redraw of the control?
