I have the TaskPanel on a form. It's hWnd property always returns a value that isn't actually the TaskPanel's window handle. I verify this by using Spy++ to get the TaskPanel's hWnd. It returns the hWnd of another control on the form. The help files say that the hWnd of the TaskPanel is: "The Handle to the object that the TaskPanel is bound to". What exactly does that mean?

It returns hWnd of TaskPanel ActiveX control. if you need TaskPanel window - get it using GetWIndow(GW_CHILD) API method.
