Flicker Problem

   HI Guys, 
When you first open a program and there is a set of tabs in the tab control, as the user clicks on each tab *the first time* the tab flickers, the next time the user will select that tab , the tab does not flick, why cant it be that the tab does not flicker the first time you select it. I can sent you an example but its quite easy to see this. Let me know if you need a sample. I have seen this behaviour in both 9.81 and 10.1

	I see the same behavior with the ShortcutBar - first selection results in flicker, selections from that point forward are flicker-free.

	This is still hapening in version 10.3.1, the first time a user goes to the control it flickers, but not when the user returns, its looks like the controls are not in the right place, and then when the user returns the controls get reorganized
