Commandbars Tooltips...

I have localized my app using XTPResourceManager(), but I am having trouble with the tooltips that popup from commandbars created in a DLL.  I wanted to know what to trap to be able to supply my own custom tooltip text.  I can put a breakpoint inside CXTPToolTipContextToolTip, but I don't know how to trap it or override it.
any help with custom, run-time commandbar tooltips is greatly appreciated.
