CommandBar not Visible on Transparent User ontrol |

If I place a CommandBarFrame control on a UserControl that I create in Visual Basic and set the UserControl BackStyle property to Transparent it is still visible. However, when I place a CommandBar control on the form and do the same thing it is not visible. Why is that?
Of course what I want to do is use the CommandBar control and not the CommandBarFrame control.
Any obvious reason why this happens?

you can put PcitureBox to UserControl and CommandBars to PictureBox.
