Ribbon Bar Tab Scrolling

    The Microsoft guidelines say that when the ribbon bar is resized horizontally, the tabs should resize uniformly down to about three characters, at which time a horizontal scroll button should appear:

How can I get this to show up?  I thought I was on the right track, but I was looking at the scroll buttons down on the groups.  Ack!
