HOWTO: Automatic toolbar reposition

Hi;

I have four toolbars positioned as shown below:

|ToolBar1
|ToolBar2 |ToolBar3 |Toolbar4

Whenever the user hides Toolbar2 a huge gap is left on screen. So how can I reposition ToolBar3 and ToolBar4 to be moved to the left side of the frame window, but only if the toolbars are still in the same row as toolbar2?

Set the toolbar position and redraw the command bars?

But how to determine which "row" has been affected by the change in visibility and which other toolbars are currently at the same row?
