Docking Pane / Picture Box Resize

Looking into the whole docking pane resizing methods, we discovered that if a report control for instance is contained on a picture box, that the picture box resize event fires prior to the docking pane resize event. This creates a flicker to the report control, since the actual picture box is changing size first. It would seem that is should resize the pane, gather the coordinates, then resize the picture box on the pane. If anyone has any info on this it would be helpful.
