Show TOOLBAR only - not possible

Using the ActiveX version of the control, I need to show a TOOLBAR only without a pull down menu... Does not seem possible - The component show the toolbar and it includes an additional menu tool with one item "FILE" as default. Using only this code you get the toolbar and the menu, WHY?
