Black static text on dialogs with dark background

We have our own dark/black skin INI file. We use a dark color the background of dialogs. But we cannot figure out how to color static text with a light color. We can do that with buttons and other controls. The skinning code seems to always defer to CWnd::GrayCtlColor.

I see [Dialog] in the ini files. Running the SkinSDISample I can change colors like button colors and see the colors being used but changes to the colors for [Dialog] are not reflected in the sample. Nor does [SysMetrics]/GrayText color static text.

I have yet to find [Dialog] being used in the skinning code.

So, how do I color static text on dialogs using skinning?
