Sharing actions collection between commandbars obj

Is it possible to share a CommandBarAction actions collection between 2 commandbars objects??

I have a MDIForm that has a commandbars with menus and a toolbar the behaviour of which is controlled by it's actions object. 

From this MDIForm  it is possible to launch as a modal form (but in future may become non modal) another form that has it's own commandbars object in order to display it's menus.

Some of the menu items on the Mdiparent and the modal form are common to both.

Can I set up a common CommandBarAction actions collection for both?

If I try to assign the actions property of one commandbars to another it doesn't let me (it being RO)
