How add this separator ?

That separator appears as part of a Visual Theme. 

Or more accurately, the separator is always there, but when you choose different themes (eg using Skin Control) the look of the separator changes.  Your example shows one of the Themes. With some themes the separator is just a plain line.   Play with the Samples and you'll see examples of this.

You can change Splitter style if you want to:
 
wndDockingPanes.PaintManager.SplitterStyle =
  • PaneSplitter3D
  • PaneSplitterFlat
  • PaneSplitterGradient
  • PaneSplitterGripperOffice2003 (this is style you want)
  • PaneSplitterGripperOfficeXP
  • PaneSplitterSoft3D
