Is it possible just to skin the window frame and exclude all the controls in it?

Just set
Skin.ApplyOptions = xtpSkinApplyFrame |

I tried the following:
SkinFramework.ApplyOptions = xtpSkinApplyFrame
SkinFramework.LoadSkin App.Path & "\Styles\Le5", "Normalblue.ini"
But it does not work. What am I missing.
