BUG: x64 Installation overwrites VS settings file

   Hi;

When installing the WIN64 version of the toolkit, the installer completely replaces an already existing Microsoft.Cpp.x64.user.props file.
This can not be seen with the 32 bit installation.
Please fix this!

	Hi; When installing the WIN64 version of the toolkit, the installer completely replaces an already existing Microsoft.Cpp.x64.user.props file. This can not be seen with the 32 bit installation. Please fix this!
