19.0 beta fails to deploy

Windows 10 (1903) x64

When I try to deploy 19.0 (VS 2017; it doesn't recognize I also have VS 2019), I get an error in deploy.exe (build as a static lib, for apps using MFC as static lib, Unicode, Win32 + Win64). It appears to install the appwizard / VS 2017 part, but when it starts building libraries I get a popup error (before building anything):

"An error occurred during the build process, the Deployment wizard is unable to continue."

where can I find the 19.0 beta? And is there any "release" or feature notes?

Release notes are in the help folder after installing.

Do you think it is allowed to copy the release notes text in the forum?
