GetSystemMetrics issue in v17.x

   Hi,

I have encountered GetSystemMetrics issue after updating to v17.3 from v16.2.6.
When I call GetSystemMetrics(SM_CYCAPTION), the returned value does not match to the actual title bar height.

1. Create skin file, and set CaptionBarHeight to 31.
2. Call XTPSkinManager()->SetApplyOptions with xtpSkinApplyMetrics.
3. Load the skin.
4. Call GetSystemMetrics(SM_CYCAPTION).

In v17.3, returned value is 22. In 16.2.6, returned value was 32.
It seems CaptionBarHeight value in skin is ignored.

Is this known issue?
