Skinning - Frame bottom corner blend problem

I'm using the skinning framework.  Windows 7 x64, aero enabled. 
Everything looks great except for the following issue:
 
The bottom, rounded corners (Window.FrameBottom in skin builder) of the Main frame window blend correctly on startup, however not when the frame window moves.  It appears as if the desktop\background color is sampled on app startup, but then not updated.  I've attached two images showing this.
First test - app starts up on white background, then is moved to a dark background - white is still visible
 
Second test - app starts up on a dark background, then is moved to a white background:
 
 
I've stepped into the source to make sure the draw frame window is getting called on frame window move, which it is.  I've also tried both regular PNG with transaprent channel and non-transparent channel using a transaprent color - neither work.
 
Also, the top corners of the window frame do not have this problem.
 
Any ideas?
