Toolbars on a pane

I have a toolbar on a pane, and i have all the icons in a separate DLL.  I load all the icons and set the toolbars using :
 

CXTPImageManagerIconHandle hIcon;

hIcon.CreateIconFromResource(iconInst,MAKEINTRESOURCE(iconIds[x].icon),sz32, TRUE);

XTPImageManager()->SetIcon(hIcon,iconIds[x].cmd);

hIcon.CreateIconFromResource(iconInst,MAKEINTRESOURCE(iconIds[x].icon),sz16, TRUE);

XTPImageManager()->SetIcon(hIcon,iconIds[x].cmd);

I get my custom icons on every toolbar, but the toolbars inside panes don't use the custom icons unless I also set the button style in OnCreateControl to xtpButtonIconAndCaptionBelow, and using that style seems to force the buttons to 32x32.  The text really isn't necessary, but if I use xtpButtonIcon as the style, I get 16x16, but with the default button tops.  Any ideas how to fix this up?
