MarkupScrollViewer Scrolling Events

In order to dynamically position objects relative to MarkupObjects, we need to know when the scrollviewer thumbs are moving. These events would be great:

BeginScroll
Scrolling
EndScroll

BeginScroll - Fires once at the start of a scrolling operation (i.e. on mouse down of thumb, scroll button).
Scrolling - Continually fires while the scroll thumb is moving and mouse button is still down.
EndScroll - Fires once when the scroll operation ends (mouse released).

Conversation points:

Should the mouse wheel fire BeginScroll, Scrolling, EndScroll each tick of the wheel?
