How to limit number of coinsiding events?

   I need to be able to limit number of events that can take place at the same time.

So the user will NOT be able to make (by creating, dragging, editing, any other possible action) the following layout:

And only the following layout should be allowed:

Any ideas on how this can be achieved are highly appreciated.
