Toolbars on Non-Mdi From

The Scenario:
 
-VB.net
-MDIForm  with one main CommandBars Control and DockingPane
-Some Panes with Forms attached
 
I Want Specific command bars in each Docked form.
 
No problem in inserting CommandPars in each form, but in one of them i have a ListView control with Property Dock = DockStyle.Fill, and CommandBars is overlayed by ListView.
Is there something like SetMdiClient to do in order to avoid overlay of CommandBars by other controls in non mdi forms ?
