Yes it is a Vista 64bit.
 
Thank you for asking about 64bit.   This help to solve the problem.   Changing the target platform from anycpu to X86 solved the problem.

I have tied to use command bars and the suite controls in .net 2008.   I can add controls to a form but when I try to run the app I get an exception error.   Can I use these controls in .net 2008?   I am moving from VB6 to .net 2008.

The is the exception:
System.InvalidOperationException was unhandled
  Message="An error occurred creating the form. See Exception.InnerException for details.  The error is: Class not registered (Exception from HRESULT: 0x80040154 (REGDB_E_CLASSNOTREG))"
