Double click in report header sends NOTIFY to parent same as double clicking in the report itself.
 
So it goes to the same handler. 
 
in normal CListCtrl, this doesn't happen as header is another control.
 
Is this a bug?  I guess this means it's using the wrong control ID?

Its not bug. Report is no CListCtrl and header is part of same control.
