Skin Behaviour after window resizing?

   Hello CJ support team,
I have one question in my mind, please refer following two images:

1) Child window having minimize , maximize and Close buttons properly skinned.

2) (When you maximize window )Child window having minimize , maximize and Close buttons NOT properly skinned.

I just want to confirm whether it's right or not? Is it by design?
