Scrollbar control in vertical position

   Dear all, 
I have a big panel into a small screen, this panel is moved (left to right and up to down) based on 2 separated scrollbar controls located on the panel borders (horizontal and vertical).
Both of the scrollbars work fine if the user click the scrollbars buttons, but, if the user slide or displace with touchpad the vertical scrollbar does not work. 

The horizontal scrollbar works fine, the change event is fired.
