TabControl and KeyPreview Bug

   I noticed a bug on the TabControl when using the form KeyPreview property set to True.

When the Tab caption has the focus, it fires the form KeyDown event twice. When the focus is on any other control it works correctly.

It is interesting that the old SSTab control had the same behavior.
