The SyncFloatingToolbars property specifies whether floating toolbars will be hidden when the application does not have focus.

Remarks
If set to TRUE, floating toolbars will be hidden when the application loses focus.

If set to FALSE, floating toolbars are hidden when the application loses focus.

It seems that when set to FALSE, floating toolbars are NOT hidden when the app loses focus.
