Problem with "New Menu" category in Customize

   I have version 10.1

I have tested this with the sample application CustomizeDlg.exe

When I Drag the "New Menu" on a toolbar twice, and I add
Commands, their contents are synchronized. 

If I close the Customize Dialog and I drag a third "New Menu"
on a toolbar, the third menu is stand-alone.

In Microsoft Applications, all menus created by Dragging the "New Menu"
Command are stand-alone regardless of how many times you
create it in the same "customizing session".

Is there a fix I can make locally?
Will this problem be corrected in a next version?
