MessageBar showing markup in 17.3 with "Umlauts"

   Hi, 

the MessageBar that was working fine up to Version 16.4. suddenly showed all the markup after we upgraded to version 17.3.0. 

It took me a moment to find the cause being the German "Umlauts" (special characters like ÄÖÜ, äöü) that we sometimes use in the text. 

Converting the strings to UTF-8 solved the problem.
